The tri-villages are bordered to the south by 15 miles of undeveloped shoreline that separates the towns from the village of Avon, and are bordered to the north by the 13 mile-long Pea Island National Wildlife Refuge. Though the area appears to be one large town, this populated region is actually comprised of three separate villages: Salvo, Waves and Rodanthe. Heading north, the tri-villages are the first cluster of towns a traveler encounters along the southern Outer Banks. Waves is located in the heart of the tri-village area of Hatteras Island.
